Chief Operating Officer
Roselillian (Rosie) Stoetzer is a seasoned health care executive with over 25 years of experience in operations and provider network builds for government programs in Florida including local and national healthcare companies. A life-long Miami resident, she is a graduate of FIU and received her Master’s from St. Thomas University.
Over the years, Ms. Stoetzer has established deep-rooted relationships with providers in the community, these relationships that have led to success in network operations and expansions, including HMO startups. Ms. Stoetzer was the first executive hired by a local healthcare plan, where she was responsible for their South Florida network build for Medicare, Medicaid and Healthy Kids (CHiP) products. Ms. Stoetzer is also a skilled contract negotiator with extensive experience in various contracting methodologies including Fee for Service, Global Capitation, Gain Sharing (full and partial risk arrangements), and Performance Based Contracting.
The daughter of Cuban and Dominican immigrants, her understanding of the local culture is imbedded in her values and in her understanding of the importance of family and community.
