Douglas M. Cook

Douglas M. Cook has been a public servant for more than 28 years, as a Marine infantry officer, a Presidential Management Fellow, and a Senior Staff member on the U.S. Senate Budget Committee under the Committee’s Chairman, Senator Lawton Chiles. Mr. Cook assisted Senator Chiles in founding the Leroy Collins Center for Public Policy. When Senator Chiles was elected Governor, he appointed Mr. Cook as his first Budget Director, and later as the founding Director of Florida’s new Agency for Health Care Administration (AHCA).
Mr. Cook later joined Health Management Associates, Inc., a national health care consulting firm, and opened its Florida office. He then joined with Kevin Kearns, the CEO of Health Choice Network, Inc., to found a local Medicaid health plan, the first capitated Provider Service Network in Florida. It grew to over 310,000 members and was sold to a National Health Insurance Plan. In 2015 Mr. Cook was awarded with the Jessie Trice Hero Award Honoree, which recognizes the commitment of the honoree to address health care disparities.
Mr. Cook feels blessed to have attended elementary school in Key West, where he learned to swim, dive, fish, play ball and ride a bike in what was then a back-water island paradise. For him, and for his family, Miami has always been the “Magic City.”
